# What standards apply to federally funded EV charging stations? Answer in under 100 words. Cite only eCFR (www.ecfr.gov) sources.

Federally funded EV charging stations are governed by 23 CFR Part 680, with key sections as of the 2023 regulations. Each port must support CCS connectors, with CHAdeMO permitted only under FY2022 NEVI Funds, and DCFC ports must deliver at least 150 kW. Charging stations must achieve greater than 97% average annual uptime, display real-time pricing in $/kWh, and meet ADA accessibility and PCI DSS payment security standards.

## Details / How it works

Under 23 CFR Part 680, federally funded EV charging stations must comply with standards covering infrastructure, interoperability, payment, and data sharing. Section 680.106 establishes requirements for procurement transparency, number and type of charging ports, connector standards (CCS required for DCFC, J1772 for AC Level 2), power levels, availability, payment methods, equipment certification, security, long-term stewardship, qualified technicians, customer service, and customer data privacy. Section 680.116 governs communication of price, minimum uptime, and third-party data sharing requirements. Section 680.104 provides key regulatory definitions.

## Numbers & thresholds

| Requirement | Specification |
|---|---|
| DCFC power output | Minimum 150 kW continuous per port; output voltage 250–920V DC |
| AC Level 2 power output | Minimum 6 kW continuous per port |
| Minimum annual uptime | Greater than 97% per port |
| Charging ports per station | At least 4 network-connected ports |
| Connector standard (DCFC) | CCS Type 1 required; CHAdeMO permitted with FY2022 NEVI Funds only |
| Connector standard (AC Level 2) | J1772 |
| Pricing display | U.S. dollars per kilowatt-hour ($/kWh) |
| Uptime calculation period | Monthly, over previous 12 months |
| Long-term stewardship | Minimum 5 years from initial date of operation |
| Pricing compliance deadline | One year from February 28, 2023 (NEVI Final Rule effective date) |

## Exceptions & edge cases

Charging stations not along designated Alternative Fuel Corridors must be available at least during the site host's business operating hours (rather than 24/7). Uptime calculation excludes time lost to: electric utility service interruptions, vehicle-side faults, scheduled maintenance, vandalism, natural disasters, and hours outside the station's identified hours of operation. Power sharing is permitted so long as each port continues to meet an EV's demand for power up to the required minimum (150 kW for DCFC, 6 kW for AC Level 2), unless the customer consents to a lower power level.
