# How do I read a federal solicitation? Explain RFP vs RFQ vs IFB and Sections L and M under FAR Parts 12-15.

To read a federal solicitation, start by identifying its type—RFP (negotiated acquisition under FAR Part 15), IFB (sealed bidding under FAR Part 14), or RFQ (simplified acquisition or GSA Schedule buy)—then focus on Section L (instructions to offerors on how to prepare the proposal) and Section M (evaluation factors for award). For commercial items, FAR Part 12 takes precedence when its policies conflict with other parts, and solicitations typically use Standard Form 1449 if streamlined procedures under FAR 12.603 are not used. As of the current regulations, your path through the document depends on whether the acquisition is negotiated, sealed-bid, or simplified, and whether commercial items are involved.

## RFP vs RFQ vs IFB

A **Request for Proposals (RFP)** is governed by FAR Part 15 (Contracting by Negotiation). It is used for negotiated acquisitions, communicates the Government requirement, and permits discussions with offerors; award may be made using a tradeoff process (FAR 15.101-1) or lowest-price technically acceptable (LPTA) (FAR 15.101-2).

An **Invitation for Bids (IFB)** is governed by FAR Part 14 (Sealed Bidding). Bids are evaluated without discussions, must be firm-fixed-price (FAR 14.104), and are opened publicly (FAR 14.402-1). Award goes to the lowest responsive, responsible bidder based on price and price-related factors (FAR 14.101).

A **Request for Quotations (RFQ)** is used under FAR Parts 8 and 13 for simplified acquisitions and GSA Schedule buys. A quote is not an offer—the Government’s order is the offer. MAS Contractors respond to RFQs issued through GSA eBuy.

When the acquisition involves commercial items, FAR Part 12 applies in conjunction with Part 14 or Part 15 as appropriate, and **FAR Part 12 takes precedence** over any conflicting policy in those parts (FAR 12.102(c)).

## Sections L and M in the Uniform Contract Format

Negotiated solicitations (RFPs) generally follow the **Uniform Contract Format** under FAR 15.204-1. Part IV of that format contains Sections K, L, and M:
- **Section L** provides *instructions, conditions, and notices to offerors* — it tells you how to prepare and organize your proposal (e.g., volumes for administrative, management, technical, past performance, price).
- **Section M** contains the *evaluation factors for award* — it tells you how the Government will evaluate, including all significant factors/subfactors and their relative importance.

For commercial acquisitions under FAR Part 12, solicitations may use Standard Form 1449 if the acquisition exceeds the simplified acquisition threshold and streamlined procedures are not used. Alternatively, FAR 12.603 provides a streamlined combined synopsis/solicitation procedure that publishes a single combined notice.

## Other key parts of a solicitation

When reading any solicitation, also note:
- **Part I (The Schedule)** — Sections A–H covering the contract form, supplies/services, delivery, and special requirements.
- **Part II (Contract Clauses)** — Section I.
- **Part III (List of Documents, Exhibits, and Attachments)** — Section J.
- **Contract type** — sealed bidding requires firm-fixed-price contracts (FAR 14.104); negotiated acquisitions may use various types.
- **Set-aside status** — if the solicitation is a small business set-aside, it will reference FAR Part 19 and include limitations on subcontracting (FAR 52.219-14).

For sealed bidding (IFB), there are no Sections L and M; the IFB structure is governed by FAR 14.101 and must describe the Government’s requirements clearly, accurately, and completely.
