# Who may operate a powered industrial truck and what training is required? Answer in under 100 words. Cite only eCFR sources.

Only employees whom the employer has determined competent through successful completion of training and evaluation may operate a powered industrial truck under OSHA's 29 CFR 1910.178(l). Required training combines formal instruction, practical training, and evaluation of the operator's performance in the workplace. Refresher training is required after unsafe operation, an accident or near-miss, a different truck assignment, or changed workplace conditions, and each operator's performance must be evaluated at least once every three years.

## Details / How it works

**Who may operate:** The employer must ensure each operator is competent to operate a powered industrial truck safely, demonstrated by successful completion of the training and evaluation in paragraph (l). No employee may operate the truck (except for training purposes) before successfully completing the required training.

**How training works:** Training consists of formal instruction (lecture, discussion, interactive computer learning, video, written material), practical training (trainer demonstrations and trainee exercises), and evaluation of performance in the workplace. All training and evaluation must be conducted by persons who have the knowledge, training, and experience to train operators and evaluate their competence.

**Certification:** The employer must certify each operator's training and evaluation, recording the operator's name, the date of training, the date of evaluation, and the identity of the person(s) performing them.

## Numbers & thresholds

| Requirement | Threshold |
|---|---|
| Operator performance re-evaluation | At least once every three years |
| Initial training deadline — hired before Dec. 1, 1999 | Completed by December 1, 1999 |
| Initial training deadline — hired after Dec. 1, 1999 | Before assignment to operate |

Employees hired after December 1, 1999 must complete initial training and evaluation before being assigned to operate a powered industrial truck.

## Exceptions & edge cases

- **Trainees** may operate only under the direct supervision of persons with the knowledge, training, and experience to train operators, and only where the operation does not endanger the trainee or other employees.
- **Avoidance of duplicative training:** If an operator previously received training in a required topic appropriate to the truck and working conditions, and has been evaluated and found competent, additional training in that topic is not required.
- **Refresher training triggers:** operation observed to be unsafe, involvement in an accident or near-miss, an evaluation revealing unsafe operation, assignment to drive a different truck type, or a workplace change affecting safe operation.
