What data must operators of federally funded EV chargers report? Answer in under 100 words. Cite only eCFR (www.ecfr.gov) sources.

Under 23 CFR § 680.116 (2023), operators of federally funded EV chargers must report specified data fields to third-party software developers via application programming interface (API), free of charge. As of the February 28, 2023 effective date, the required fields include station identifiers, location, operator and network provider names, operational status, access information, port details (count, connector type, power level, real-time status), and pricing and payment information.

Details / How it works

States or other direct recipients of NEVI Formula Program funds must ensure that the following data fields are made available, free of charge, to third-party software developers via API:

  • Unique charging station name or identifier
  • Address (street address, city, state, and ZIP code) of the property where the charging station is located
  • Geographic coordinates in decimal degrees of exact charging station location
  • Charging station operator name
  • Charging network provider name
  • Charging station status (operational, under construction, planned, or decommissioned)
  • Charging station access information, including access type (public or limited to commercial vehicles) and access days/times (hours of operation)
  • Charging port information: number of ports, unique port identifier, connector types available by port (e.g., CCS, CHAdeMO, NACS), charging level by port, power delivery rating in kW, accessibility by vehicle with trailer (pull-through stall), and real-time status defined by the Open Charge Point Interface (OCPI) protocol version 2.2.1
  • Pricing and payment information: pricing structure, real-time price to charge at each port (in OCPI 2.2.1 terms), and payment methods accepted

Pricing must be based on U.S. dollars per kilowatt-hour ($/kWh) and displayed prior to initiating a charging transaction, with the real-time price communicated via the charging network.

Numbers & thresholds

Data Field Specification
Pricing unit U.S. dollars per kilowatt-hour ($/kWh)
Compliance timeline for $/kWh pricing Within 1 year of February 28, 2023
Connector types required by port CCS, CHAdeMO, NACS
Real-time status protocol OCPI version 2.2.1
Real-time price protocol OCPI version 2.2.1

Exceptions & edge cases

If the price for charging is not currently based on $/kWh at the time of the February 28, 2023 effective date, operators have a one-year transition period to come into compliance. The price at the start of a charging session cannot change during the session. The price structure, including any fees in addition to the electricity price, must be clearly displayed and explained to the EV driver before charging begins. Real-time status and pricing data must be defined according to the Open Charge Point Interface (OCPI) protocol version 2.2.1.
